Abstract

This dissertation focuses on the secondary education reforms that the Ministry of Education has been implementing in Haiti since 2015 in order to adapt schools to new realities. The purpose of this study is to identify and analyze conditions of applicability of this new educational policy in Haiti from 2015 to 2023. It should also make it possible to understand what the conditions of implementation of the secondary education reforms at the Lycée du Bicentenaire in Gonaïves are.
during this period? It seems that lack of qualified staff has a significant influence on the development of action strategies in the implementation of these reforms.
In response to the issue of the secondary reforms, documents are consulted and interviews are carried out. In addition to the lack of legitimacy of these reforms, the data collected show that they are not really implemented at the Lycée du Bicentenaire in Gonaïves because of the absence of qualified administrative and teaching staff, the unavailability of curricula, laboratories, educational,
didactic and technological materials and supports.
Based on these findings, decision-makers must make consistent choices in pushing a process of creative innovation. Actors must question the effectiveness of school in relation to today’s context.
Far beyond a simple change in programs, it must be a change in the way of seeing, saying, thinking,
acting and doing, in regard to both the student and the teacher. It is suggested to put in place a continuing training plan for all stakeholders of the education system, and it is necessary to provide all Haitian secondary schools with adequate infrastructure to carry out the reforms, and it would be particularly good to make the Lycée du Bicentenaire in Gonaïves a model public secondary school.
